If so, check your <b>image color mode</b> of the psd file. Most of filters will not be enable if it not in <strong>8 bit/channel RGB </strong> color mode. To change the image color mode use menu <b><em>Image » Mode</em></b> and select <b>RGB</b> and <b>8 bit/channel</b>. I hope this will useful.
